When this is the case we like to subject each issue to a thorough process that includes..

• understanding what is pushing you to deal with the issue
  

• understanding what is blocking progress
  

• exploring options or alternative 'theories of action'
  

• picking a way forward
  

• testing and learning as you go
  

• watching for unintended consequences
  

• cutting losses and starting over,
